我是32位的 windows7 系统以前好像也用pip安装过，也有不好使的时候，我把python3.6卸载掉重新安装就好了。
但是今天，由于需要用python2的代码，我下载了python-2.7.15.msi，结果pip安装什么 都安不上了！

因为环境变量问题,pip是2,pip3,这样能同时用两个版本,或者,你再pycharm里直接下载也可以
