Making android phone public [closed]

问题:

i have created a web server in android it works fine but i can not access it publicly from computer.To do this i have hosted a host on no ip from my android phone and using forwarding so i forwarded the host from port 80 to 8080 but it is not working please help. What should i do is there any alternative,thanks in advance..

Note: I don't have any router just the phone and connected to 3G.     

Please help me it's very important .

Your wireless provider probably does not allow servers and services on its 3G network. On the technical side, it is quite likely that your provider does not assign an IP address to every phone, rather it probably directs queries towards a server which functions as a NAT gateway for many phones on the network. The IP address you're trying to connect to wouldn't belong to your phone, but that server; just as if you were trying to connect to a server behind your home router.
