Yes. There will be some use of a type assertion (or any):

    (start: number): string;
    interval: number;
    reset(): void;
}

function getCounter():Counter{
    var counter = <Counter>function(start:number){};
    counter.interval = 123;
    counter.reset = function(){};
    return counter;
}
