After a few days of struggle, this works for me, and I hope this also works for you. add this to your CONFIG.XML, top of your code.

<access origin="*" />
<allow-navigation href="*" />

and this, under the platform android.

<edit-config file="app/src/main/AndroidManifest.xml"
   mode="merge" target="/manifest/application"
   xmlns:android="http://schemas.android.com/apk/res/android">
     <application android:usesCleartextTraffic="true" />
     <application android:networkSecurityConfig="@xml/network_security_config" />
 </edit-config>
 <resource-file src="resources/android/xml/network_security_config.xml"
 target="app/src/main/res/xml/network_security_config.xml" />

add the follow code to this file "resources/android/xml/network_security_config.xml".

<?xml version="1.0" encoding="utf-8"?>
<network-security-config>
    <base-config cleartextTrafficPermitted="true">
        <trust-anchors>
            <certificates src="system" />
        </trust-anchors>
    </base-config>
    <domain-config cleartextTrafficPermitted="true">
        <domain includeSubdomains="true">localhost</domain>
        <domain includeSubdomains="true">YOUR DOMAIN HERE/IP</domain>
    </domain-config>
</network-security-config>

回答2:

As suggested by @Swayangjit I added base config tag in network_security_config.xml.

<?xml version="1.0" encoding="utf-8"?>
<network-security-config>

  <base-config cleartextTrafficPermitted="true">
        <trust-anchors>
            <certificates src="system" />
        </trust-anchors>
  </base-config>

    <domain-config cleartextTrafficPermitted="true">
        <domain includeSubdomains="true">192.168.43.147:3000</domain> <!--Ip address-->
        <domain includeSubdomains="true">192.168.43.147:3000/products</domain>
        <domain includeSubdomains="true">10.0.2.2 </domain>

    </domain-config>
</network-security-config>

After that, I was getting connection refused error because I was trying to connect to localhost by mobile which is not possible. Instead, you have to use your IP address. For ex: http://localhost:3000 won't work on the android device instead you have to use the IP address of local network like this

http://IP-addrees:3000. Note: You can find IP address through ipconfig command

Try changing your network_security_config.xml

from:

<?xml version="1.0" encoding="utf-8"?>
<network-security-config>
    <domain-config cleartextTrafficPermitted="true">
       <domain includeSubdomains="true">localhost</domain>
    </domain-config>
</network-security-config>

to:

<?xml version="1.0" encoding="utf-8"?>
<network-security-config>
    <base-config cleartextTrafficPermitted="true">
        <domain includeSubdomains="true">localhost</domain>
    </base-config>
</network-security-config>

notice the change in the tag domain-config to base-config
